The mandate of the County Public Service Board is set out in articles 10 and 232 of the Constitution of Kenya 2010 and part vii of the County Government act No.17 of 2012. It entails provision of competent human resource, promotion of good governance and compliance with the value and principles contained in articles 10 and 232 of the constitution of Kenya 2012.
Our immediate priorities will include audit of the current staffing position, harmonizing the pay structure of different cadres of staff in the County, that is, civil service, local government and the water service board. The board will also urgently fill vacant positions in the County Public Service.
In the medium term, we will undertake capacity building exercises for all public servants in the County. In the long term, we will develop an effective succession for the County.
(Section 55 of the County Government Act)
(a) To ensure that the national values and principles of governance are complied with in the county public service as stated in Articles 10 and 232 of the Constitution of Kenya 2010.
(b) To establish the organization, staffing and functioning of the county public service in ways that ensure efficient, quality and productive services for the people of the county;
(c) To Establish institutions, systems and mechanisms for human resource utilization and development in a manner that best enhances service delivery by county public service institutions;
(d) Develop a framework of uniform norms and standards to be applied in all counties in respect of—
(i) Establishment and abolition of offices in the county public service;
(ii) Appointment of persons to hold or act in those offices;
(iii) Confirming appointments; or
(iv) Exercising disciplinary control over and removal of persons holding or acting in those offices;
(e) To ensure the promotion of the values and principles set out in Articles 10 and 232 of the Constitution in the county public service;
(f) To establish human resource management and career development practices;
(g) Address staff shortages and barriers to staff mobility between counties;
(h) Develop standards to promote ethical conduct and professionalism in county public service;
(Section 59 of the County Government Act)
The functions of the County Public Service Board shall be, on behalf of the county government:
(a) Establish and abolish offices in the county public service;
(b) Appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the county and to confirm appointments;
(c) Exercise disciplinary control over, and remove, persons holding or acting in those offices as Provided for under this Part;
(d) Prepare regular reports for submission to the county assembly on the execution of the functions
of the Board;
(e) Promote in the county public service the values and principles referred to in Articles 10 and 232;
(f) Evaluate and report to the county assembly on the extent to which the values and principles referred
to in Articles 10 and 232 are complied with in the county public service;
